Allow players to begin new characters further into the chapter. Have a sequence of start points, that the player can select to start from, with appropriate XP/LVL/Skills (standard only, not elite) for that position in the game.

The start positions would be unlocked by a previous character reaching that stage of the game. (i.e. if your Ranger reaches Lions Arch, then you can create a Mesmer/Ele or whatever from that point). I'd suggest 3-5 positions per chapter, allowing full access to nearly all the game, so long as you've already got that far on another character.

All preceding outposts would be labelled on the new characters map. Preceding missions would likely not be labelled as completed, though no further XP would be gained from playing them. No gold would have been earned by these new characters and no items provided, beyond the default starter weapons.

As a bonus for the inevitable naysayers – a new title could be added for those who *don't* exploit this feature - “Oldskool Master”. ;-)

A new character should have to start from the beginning just like everyone else.
If you don't want to put forth the effort to get a new character through the game from the beginning, then you cleary don't want to play another character anyway.
